core deprecation of system_time_zones() in 10.1

Problem/Motivation

https://www.drupal.org/node/3023528 → - change record.
"system_time_zones() is deprecated"

reminders:
- bring dev 2.x line up to date with 8.x-1.x
- project .info.yml
- project composer (php also)

As your 8.x line is currently alpha. I might recommend moving what is current there to 2.0.x now and then this deprecation can be moved to a 2.1.x branch to use new-world releasse versioning. @kill8.x (: cheers.
