bat_event_ids not using $conditions

Problem/Motivation

We need to load bat events by condition.
Function bat_event_ids seems to live for this.
When quering, no condition is appliable.

The function calls bat_event_load_multiple with wrong parameters also ( giving $condition instead of $reset)

Proposed resolution

* Apply conditions to bat_event_ids
* Feed bat_event_load_multiple with expected parameters
