The arrow is rotated in [RTL] when I focused on it

Hi @YazanMajadba, I've Tested the shared MR- MR !63 mergeable on the 10.0.12-dev version, The Patch was applied successfully and looks good to me.

Testing Steps:

Install the Admin Toolbar & Multilanguage modules.
Go to> admin/configuration/Regional and language- Enable other language (Arabic)
Switch to the added language- verify the admin toolbar functionality (In my case, The arrow is rotated only while we click on the menu link, not on hover) Attached before result.
Download the shared patch & apply.
Go back to the admin site & re-verify this.
Testing Results:
After applying the patch, The rotated arrow issue is fixed, attaching after results. RTBC++
