Double browse doesn't work

It seems like core's file module auto upload JS is conflicting with our stuff. Let's overwrite that tiny behavior and only apply it to file inputs that aren't already handled by file_resup.

The code in the MR fixes the issue, and this is actually quite a major thing to fix IMO.
