Add report to show users with role breakdown

Problem/Motivation

It would be nice to have a report (maybe a mermaid diagram) that shows the number of active users broken down by roles. and maybe optionally broken down by workbench access if it exists.

    This has been added. along with a new diagram type report that makes it easier to add mermaid diagrams to reports.

    This has an added bonus of alerting to errors with roles that do not exits. (migration errors that would otherwise go unnoticed.

    This will go out with 1.0.18
