Split up LayoutBuilderTest

I didn't want to call it LayoutBuilderBlocksUiTest because that sounds like it's testing layout builder with the blocks UI, which although one test does do that, it's mostly layout builder with blocks themselves. However I updated the description which was copypasta from the original class.
