Add specific text if link to local file

Problem/Motivation

It would be nice to have the node link report call out if an editor is linking to a local file like
"file:///C:/Users/VHABcfdddgiR/Desktop/VA%E2%80%99s%20MVP%20website"

It currently identifies it as a broken link, but it would be nice to get the help text on this to better diagnose the problem.
