Don't show language/translation related text on replicate form if the entity doesn't have content translations enabled

Problem/Motivation

On monolingual sites, it is unnecessary to have any reference to the site's language on the replicate form. This is also true for multi-lingual sites but where the entity being replicated doesn't have content translations enabled. This was raised as a concern within my group that oversees hundreds of sites we rolled the module out to, because it could cause people some hesitation or confusion. Our users don't see language references anywhere else.

Proposed resolution

For the "New title" field on the replicate form, remove references to the language from the field label and description unless the entity being replicated has content translations enabled.
