Set a message indicating why the page cannot be deleted

Problem/Motivation

Rather than just present an access denied page, could we also set an error message that indicates why? I help maintain a multisite platform and what typically happens is people don't understand that they're deleting the homepage. Telling them that's why it's being prevented would be helpful.
