Add missing schema config for disable_toolbar_language_switcher

I think the 3.x branch needs these same changes.

Setting to "Needs work" for the 3.0.x-dev branch.

3.0.x doesn't have this, if there's an issue, it's divergent enough to warrant a new issue.

Alrighty, it looks like disable_toolbar_language_switcher is still a configuration setting in 3.x and I don't see it listed in the schema, but if you think this makes more sense as a separate issue, happy to go that route.

@jastraat, ok , I see, sorry, I'll re-open it, with that said, the config is divergent so a new patch will be needed.
