Sub menu are hidden behind content area.

I've tested this issue on Drupal 9.5.x using the Fepper Theme.
Applying the patch resolved the issue.
Result:-Sub menu are showing properly.
I've included screenshots showing the before and after states for your reference.

I've applied just the fix for the menu being hidden while logged in onto commit fb79b29bc2f90fa28d02adff7b5fb40f6a48e25d.

This will be part of the next release.
