Footer doesn't render blocks

Problem/Motivation

By default, when you place blocks in the footer region, they don't display on the web page. This is because the region template is rendering `{{ footer }}` and not `{{ content }}`.

Steps to reproduce

Put blocks in footer. See they're not there.

Proposed resolution

Change variable name.
