Olivero theme using menu templates. Make sure, your template are not overwriting with olivero menu templages.
I have overridden the template of menu inside a custom made module, this overridden template is rendered everywhere for all the themes, but only for this theme the custom made template is not getting priority.
1) Override the menu template using theme suggestion hook and hook theme
2) Create the template file inside the template folder.
3) Create any MenuLinkContent type menu block and place it inside the main navigation region.
Your custom template will not be rendered rather the base template of olivero will be rendered.(specially in main navigation region.
