Adding inititative coordinators should not rely on Project Lead

Problem/Motivation

Follow up to #3367191: Speed up decision making: define the project lead as an arbitrator/tie breaker instead of ultimate decision maker

The suggested changes to how the decision is made for adding an initiative coordinator in the originating issue needs a bit more work. Instead of holding up that issue on this point, this issue has been made. After the changes in that issue the following point will be in the doc, which as you can see results, as catch pointed out, in a single point of failure.

13. If the change is adding new full or provisional initiative coordinators the Project Lead must approve or refuse it.
