Hmm, I would opt for B. But the module namespace of this module is against it since it's named webform_rrn_nrn.
So then I would go for A, I think... 🙈

Great question, I think for discoverability it should probably live in it's own module. Even though most of the functionality/formatting would be shared.
I personally wouldn't look for a field formatter in this module.
Since it's difficult to changes namespace, I think option A is the safest?
