Create sous_admin and sous_emulsify recipes to use as a base for sous with recipes

Problem/Motivation

Create a recipe sous_base that installs all modules included for sous_base in this spreadsheet:

We should have all config for the included modules that is currently in config/default (note that we will move config related to media and paragraphs to other recipes). Once you verify the config is included (install the recipe and export the config and diff against config/default to verify), remove that config from the config/default folder.
