Add file usage for the app icons, once file usage supports config entries

Problem/Motivation

Currently, Drupal core doesn't support linking file usage to config entries. Because our app icons are file entities, we can not link them to our configuration page, nor their representative config schema entries.

Steps to reproduce

Proposed resolution

Once Drupal core implements such a feature, we can comment the file usage code in again.

This is not actually a PWA issue, but a Drupal core issue instead, as file usage shouldn't be confined to entity types only! See 🐛 File Usage statistics for Views treat "$type" as entity_type_id but API doesn't require that Needs review .
