"Manually entered paths should start with one of the following characters: / ? #" is an inaccurate error message

user getting this error message when entering a URL without the prefix,

1: the message should say :"start with one of the following characters: https://" instead of "start with one of the following characters: / ? #", it doesn't look right
2: for untechnical user, they don't understand what is this, why we force user to enter the prefix ? is there a way to ignore this ?
