Clean install does not comply with security review

When I perform a clean install and enable security review, it shows warnings on several issues, e.g. writable folders. Is there a reason why this happens? Could this not be set in the installation itself?

    No clean install doesn’t pass. Especially if it’s a local setup. Locally you need bad file permissions for development, need error messaging turned on (usually via settings.local), etc.
