Provide UI to invalidate the cryptolog salt

Problem/Motivation

Since the TTL is now configurable, there should also be a UI to regenerate the salt. Otherwise, a salt with a far-future TTL could remain in use despite the TTL being shortened.

Steps to reproduce

Set TTL to 1 year; then shorten to 1 day.

Add a UI for regenerating the salt, and also move some other UI from hook_requirements() to the config form.
