Provide a command to get the last id as well

Problem/Motivation

I found it useful in my personal project just know quickly from cli the last id of a given entity type (without having to set its next id), so I added to yours /src/Commands/EntityIdToolsCommands.php

    I hope the merge request is clear (I mainly copy-pasted what was already in your code), and it's working for me in the latest Drupal recommended install.
    I also too the liberty to improve the README a little because I couldn't immediately understand I had to provide the entity type machine_name after the commands 😊
