Configuration objects already exist error

Problem/Motivation

When installing this module via drush for the first time on an ACMS install, I got this error:

In PreExistingConfigException.php line 65:
                                                                                                                                 
Configuration objects (cohesion.sync.settings) provided by sitestudio_config_management already exist in active configuration

Proposed resolution

Instead of providing this as a configuration file that will be imported on module install, use an install hook to set any values that are needed.
