For admin login user 'main menu first link and close icon' is hidden over mobile screen.

Steps to reproduce issue:

• Create menu list > /admin/structure/menu/manage/main.
• Place menu in layout section Primary menu > /admin/structure/block.
• Save and check on mobile screen.

2. Add menu in block layout -> Primary menu

Hamburger icon is not visible however the menu is appearing fine
