My findings:
1.- Most of the features from this module are actually covered by the out-of-the-box features from the CKEditor 5 "balloon toolbar" Table widget options.
2.- Additionally, there will be an advanced table properties capability released in Drupal 10.2

Thank you @jwilson3 for reporting. This module does nothing special but adding a CKE 4 library. If you know a CKEditor 5 plugin, that support the mentioned features, we could create a Drupal

As stated above, I think everything can be achieved by using core features from Drupal's CKE5 built into the Table widget. So no need for a new widget. The module could be marked as obsolete for CKE5 somehow.

IMO, this module's project page "Dependencies" section could be reworded so that it is clear that the module is obsolete for sites using CKE5, and point to this issue which provides alternative approaches.
Eg:
This module is obsolete for CKEditor 5; most features are included out-of-the-box with the default table plugin. To continue using this module, it is necessary to use CKEditor 4. This module depends on the CKEditor Table Tools Toolbar plugin, which is not ported to CKEditor 5. See #3386869: Alternatives to Table Tools Toolbar for CKEditor 5 → for additional details.
