Make text filter compatible with CKEditor 5

Problem/Motivation

The existing text filter doesn't work when CKEditor 5 is used, this error is returned when you try to enable it:

CKEditor 5 only works with HTML-based text formats. The "Parse Cincopa Tags" (filter_cincopa) filter implies this text format is not HTML anymore.

Proposed resolution

Change the filter so that it can be compatible with CKEditor 5.
