Review the Review Page to Move the Payment Element There

This move is somewhat complicated … we’re going to make an “offsite” payment gateway function like an onsite one by altering the review step to embed the offsite form there. This requires disabling the ordinary buttons on the review step and then altering the form into place.

The clearest example I know of for this is the Smart Payment Buttons implementation in the Commerce PayPal module. Implementing this will almost certainly require the event subscribers in the module already to be updated to support updating payment intents for Payment Element payments … when a customer inputs a coupon code on the review step, if it applies, the intent needs to be updated with the new order total at the very least. If there are other things that need to be synchronized, we should break this work out into a separate ticket.
