"Display the banner for" Not working as expected

I passed the 'Display the banner' to the config. Then I checked if the current user not in the 'Display the banner', Hide the banner

The banner is always displayed for User ID 1.

In order to hide the banner from user ID 1, expand the Advanced settings, and select "Don't show the banner for site administrators (including UID 1).".
