Some orders have different taxes for different items, including shipment and other adjusts.
Create different taxes in Drupal Commerce and create multiple items with different taxes.
Add shippment with a price that does not apply tax.
Create an order with tax-free items, add shipping, and pay with ePayco. The process will declare taxes with a different value than the one calculated by Drupal Commerce.
Use the information in the order to send the calculated taxes.
