Skin doesn't work in 9.5.10

Problem/Motivation

I installed AT and then used the AT Theme Generator tool to generat a sub-theme - no problem.
I then generated a skin from the sub-theme. It appears in the themes list, but with a message

This theme is not compatible with Drupal 9.5.10. Check that the .info.yml file contains a compatible 'core' or 'core_version_requirement' value.
