Include recommendations of well-supported modules that provide additional functionality that would commonly be expected for content moderation

Problem/Motivation

The explanation of how to implement workflow and content moderation is not too difficult to follow. However, something basic like sending an email to a reviewer when content makes a transition is not clear at all. Ideally, content could be categorized to be dropped into certain reviewers' queues and then notify that reviewer that there is an addition to their queue.

Proposed resolution

Include recommendations of well-supported modules that provide additional functionality that would commonly be expected for content moderation.

Remaining tasks

Clarify that modules like workflow and actions do nothing on their own, but provide a framework that other modules like content moderation, rules, etc can take advantage of. (Unless I'm not understanding this, which is very possible.)
