License in owlcarousel.libraries.yml missing license URL

Problem/Motivation

Modules should always provide a URL for a license if specified in the libraries file per 🐛 Log an error message when library definitions have a license with no URL defined Needs work . While that's being worked on, and I'm not entirely 100% sure this module is the cause, thought I'd report that the license URL should be provided for this module.
