Don't see the Access tab on content after upgrading

You'll need to enable the "Discretionary" mode to enable the Access tab again.

Ah thanks for your assistance. It seems as though when I submit the form with that selected, the new value isn't saved, however. Was the schema changed?

Yup, the schema was changed for the selection mode and its settings. Does it save after clearing the cache? Or are you referring to trying to save an Access policy on a node?

Note: I'm currently working on an update hook that should help others with the update process.

I thought I had already cleared the cache after upgrading, but I can confirm that after clearing the cache (again?) I can save the Discretionary value.
