Upgrade PHP 8.2 image to 8.2.10

Problem/Motivation

Current PHP 8.2 image is very outdated, let's upgrade it to the current secure 8.2.9 or latest 8.2.10 https://www.php.net/archive/2023.php#2023-08-31-2

Steps to reproduce

use docker

$ docker run --rm drupalci/php-8.2-apache:production php -v
PHP 8.2.0 (cli) (built: Feb 16 2023 18:16:46) (NTS)

Proposed resolution

Upgrade to 8.2.10 as latest version (8.2.9 fixes security bugs) https://www.php.net/archive/2023.php#2023-08-16-1
