Disallow the "Limit allowed HTML tags" filter when a ckeditor plugin requires ckeditor5_arbitraryHtmlSupport

Problem/Motivation

As identified in 🐛 breaks 'Limit allowed HTML tags and correct faulty HTML' validation Needs work , the text format UI is not as thorough as it should be about blocking the "Limit allowed HTML tags" filter to be enabled when other filters would conflict with it, e.g. when a ckeditor5 plugin requires the ckeditor5_arbitraryHtmlSupport plugin to be enabled.

Provide validation that causes the text formats UI to not save if the "Limit allowed HTML tags" filter is enabled and a ckeditor5 plugin is enabled that requires ckeditor5_arbitraryHtmlSupport.
