Canadian taxes are not getting calculated

The Canadian taxes are not getting calculated on the shipping based on the shipping location.
So the tax modules don't care about it ant the cart totals don't balance.
Any clue?

    @MastaP I guess you won't get helpful replies here without providing clear steps to reproduce this issue in a vanilla installation or simplytest.me or even better write a failing test that shows an issue in the implementation.
