Header/Navigation section overlapping into Topbar section.

I have fixed the header/navigation section which is overlapped.
It is working fine for both admin & anonymous user.
Please review it & patch is also attached.

I applied patch #2, patch applied successfully but is created another issue.
When you scroll page extra space on top for clarification please check screen shorts.
