Less confusing multiple workflow states Views filter

Problem/Motivation

When creating a View filter of moderation states, if there are more than one Workflow, and the Workflows share machine names for states (example: draft) , the states appear under each Workflow. The confusing part is that selecting draft does not show all items in draft. It only shows what is in draft under the specific workflow. This requires editors to know what workflow their particular piece of content is governed by. Many CMS users have no access to understand this division. Many users, if selecting "draft" expect to see all items in that moderation state, regardless of the workflow it belongs to.

Steps to reproduce

Create two workflows that have some state names and machine names in common.
Add moderation-state as an exposed filter to a View like admin/content

Proposed resolution

Proposing creating a separate filter for use when/where there are multiple workflows with similar states

and in the case of duplicate machine names, but different labels
