Less confusing multiple workflow states Views filter

I have code working for this. Will submit a patch shortly.

The functional code is in, but I need to add test coverage yet.

This filter works fine when exposed, but throws an error when used as a non-exposed filter.

InvalidArgumentException: The configuration property display.entity_browser_1.display_options.filters.moderation_state_multiple_workflow_filter.value.archived doesn't exist. in Drupal\Core\Config\Schema\ArrayElement->get() (line 76 of core/lib/Drupal/Core/Config/Schema/ArrayElement.php).

The failure is not good, but the original/existing moderation state filter works fine with multiple workflows as a hidden filter, because you can always use multi-select.
