Separation of conditions for sending email when starred

Hello.

If I set up an email notification when a post is updated, I will also be notified by email when I mark a star in the submissions list.

It would be useful if the conditions for sending an email are separated between when a post is updated and when a star is added, similar to when a post is locked.

    The attached patch is POC but I don't think we can ever commit it because starred/sticky can occur via other submission states

    Feel free to use the patch AS-IS but I don't think we can commit it.

    Thank you so much for making the patch.

    Since you made it, I would like to try it in my development environment.

    I will consider using the lock function to replace the production environment operation.
