Add skills and time committment to roles

We could add a few lines to each role or we could use this an opportunity to create a more complete job description for each position in a separate file.

There is now an MR with the idea. I didn't spend a lot of time converting these I was more interested in getting something good enough to consider the idea of each job description in a single file.
