Review the following proposal from #8.1 → .

Years ago catch proposed that:

• Committers be appointed or promoted with full consensus from the committer team.
• If one committer opposes a proposed appointment, we discuss and see if there is a way to resolve the concern.
• If two or more committers oppose a proposed appointment, we discard the proposal without need for further discussion
