That's certainly odd.
It's worth noting that Google doesn't guarantee it will use the data presented in your content the way you want it to, it may decide to use other text at its own discretion.
That said, you might try using the Schema Metatag module β , and the Schema Webpage submodule in it, to define JSON-LD meta data on the page, it may be a little more authoritative than just the page title on its own. You might also look in Google Analytics to see if you can refresh the data, or see if it can give you insights into why it uses the image's alt text instead of the page title.
