Remove the "Animation" tab when it has no information

Problem/Motivation

The "Animation" detail tab is appearing even when the GS Paragraph submodule is not installed, being empty, with just the title.

Steps to reproduce

Install the GS module (but not the GS Paragraph)
Enable the GSAP in the settings (/admin/config/content/gs)
Go to your default theme settings page
See that the Animation tab appears, but it is empty

Proposed resolution

Remove the "Animation" tab when the submodules are not enabled.
