Support 4.x branch of simplesamlphp_auth

Problem/Motivation

The simplesamlphp_auth module has created a 4.x branch that is compatible with Drupal 10. The requirements in composer.json don't allow using this module with the new branch.

Steps to reproduce

After updating the simplesamlphp_auth module to the 4.x branch, try to update this module to the 2.0.x-dev branch.

Proposed resolution

Change the require line in composer.json to be "drupal/simplesamlphp_auth": "^3.2 || ^4"
