jQuery 3.7.0 updates with event and parseJSON replacements

Problem/Motivation

Update JS to work with jQuery 3.7.0 and Migrate with no migrate errors. parseJSON causing faults when no cookie values exist and string is undefined.

Steps to reproduce

Update jQuery to 3.7.0 and open page with multiple collapsible facets.

Proposed resolution

Update event shorthand, replace parseJSON with empty string checking on cookie
