rerouted mails are sent to cc and bcc addresses

Problem/Motivation

Addresses on the cc and bcc list get mails, although the mail is rerouted.

Steps to reproduce

Install symfony_mailer and symfony_mailer_reroute.

Assign rerouting address via Policy UI, and enable global rerouting.

Send a mail with both to and cc address different and not allowed.

Proposed resolution

Add unsetting cc and bcc addresses
