Error when to attach file just by content (without path provided)

Problem/Motivation

MimeMailFormatHelper::mimeMailFile() file triggers error when all params are set but path param is NULL.

Steps to reproduce

This error was found while working with Webform module.

1. Create webform.
2. Attach file.
3. Send email using Mimemail format selected.

Proposed resolution

There is code block to check accessibility and returns URL value if not accessible.
Add if statement to check if URL is given.
