Active and active trail items should be visible

Problem/Motivation

The active item is not visible when jumping to a new page, and the user is missing clues to know where they are.

Steps to reproduce

  • Visit /admin/structure/display-modes/view or /admin/structure/types
  • The active item is not visible because its parent ul is collapsed

Proposed resolution

The active item or its parent should be visible. Ideally the solution should involve the class for the active trail too because when 🐛 Toolbar doesn't indicate active menu trail for pages not included in Toolbar Fixed gets in a parent might be highlighted too. For example, working with content types will have the "Content types" highlighted.
