Attached files are not available when editing a saved draft

Problem/Motivation

When a user edits a webform submission that was saved as draft, any files uploaded are not populated in the file upload fields.

Steps to reproduce

Create a webform with file upload fields
Populate a submission and upload files
Save as draft
Return to form to edit draft
File upload fields should be populated, but are not

Hi tybroadway, i was trying to replicate this problem using versions 6.1x and 6.2.x but couldn't do it, I wonder if you missed any steps.

I am not able to replicate this issue using webform 6.2.x (which is the same code base as 6.1.x) using the attached webform.

Please provide more information.
