Update strings to be uniform (for translations)

Problem/Motivation

Fix use of capitals in string, so translation strings are more uniform (or re-useable).

"Change Layout" => "Change layout"
"Only allow contextual links on Layout Builder" => "Only allow contextual links on layout builder"
"Manage Layout builder extras settings" => "Manage layout builder extras settings"
"'Layout Builder extras" => "'Layout builder extras"
"Extra UI/UX tweaks for Layout Builder." =>"Extra UI/UX tweaks for layout builder."
"Layout Builder" => "Layout builder"
