Fetched data not respecting moderation state of revision

Problem/Motivation

When a field is fetched, and change is made but the source is in draft, the fetched content will show the lasted revision, not the default revision.
This defect has been established as definitely applying to fetched paragraphs. It has not been ruled out if it also applies to fetched fields (non paragraph)

Have the fetcher intentionally load the default revision of the source.

On further investigation, this appears to be related to translation. Normally the paragraph fetcher grabs the default revision but when Translation is enabled, it grabs the most recent revision.
